Main Duties:
Lead and prepare project cost estimate in design phases as requested from projects or for Company Proposal/Tendering purpose. Specialised in one discipline at least and proficient at leading all discipline estimates (CSA / MEP / Indirects)
Provide cost clarification post Proposal/Tendering;
Lead and prepare estimate for sub-contracting and/or project change orders per the requirement of project
Develop special cost study on feasibility study and project planning phases
Integrate and review all disciplines estimate to complete cost estimation.
Integrate and review all scheduling estimates to ensure compliance with cost elements
Organize and maintain company Work Breakdown Structure for use on cost and scheduling estimates
Organize and maintain benchmark data for all disciplines/products in China;
Organize and maintain tracking for market data of equipment, material, labour and construction costs
Organize, collect, compare, analyse, update and maintain database of historical information for estimation use
Manage Department staff including utilization/billable hours
Ensure quality of project estimation (Stated accuracy, Comprehensive and thorough, covering Clients expectations, etc.)
Requirements:
Engineering education background Quantity Survey Professional, Min Bachelor's Degree in science, civil, engineering
At least 10 years of relevant estimating or construction experience
Working experience in cost estimation or engineering/construction;
Experience in field of Quantity surveyors, Construction project budgeting, Cost control and Estimating (prefer the candidate from Construction field)
Prior experience with project management tools, estimating tools or project accounting
Knowledge of cost estimation discipline; Chinese Quota Book, Chinese Code on design or construction;
Microsoft Office: Good PC Skills, such as MS Software, Notes and so on especial on Excel and Access;
Good written and verbal communication skills in English and Mandarin
